it is 0.25 since you divide 3 by 25 since you can't simplify the it any more

Why yes !  They are precisely, exactly identical in value,
and if you were to write the mathematical statement

                                 3/25  =  0.12  ,

then your mathematical rendering would be entirely accurate and correct.
