The expression is just the difference between both
"How much shorter the base is" it implies that the base is shorter than the side so to get a positive quantity for the difference you either subtract the side from base or use absolute value sign
let the difference be d
d = ax + 9 - 4x -b = (a-4)x + (9-b)
d is the requirement.
