The area of a circle is pi * radius squared, thus the area of the circle is 64(pi).  Since we have a sector with 90 degree angle, the area of the sector is exactly 1/4 the area of the entire circle, or 16(pi)
1/4 of the pie is covered. 3/4 is not.
