First, draw the Lewis structure for the compound which is shown in the attached picture. From what we can see, there are 4 pairs of electron dots surrounding the As atom. Three of these pairs are bonding each to the other three Cl atoms. The last pair is called a lone pair. Hence, there is only 1 lone pair for As atom.
