I believe the answer is: Psychopaths
when people experience some sort of emotion, some part of our brain is lighted up due to somatosensory response that we receive from our action.
Psychopaths do not feel any emotion because their part of the brain is not lighted up like normal people do, which make them capable of doig vile and cruel behavior without feeling any remorse.
